Foxit Reader is a free PDF document viewer and printer, with incredible small size, breezing-fast launch speed and rich feature set. Foxit Reader supports Windows Me/2000/XP/2003/Vista. Its core function is compatible with PDF Standard 1.7.

    How about PDF-XChange Viewer?

    This free application includes tools for editing, highlighting, or adding notes to PDF documents.

    You forget to mention that the annotation marks every page you annotate with a note saying that it has been edited with Foxit Reader. This is acceptable for some things, but probably not the best for other areas.
